Carpenter Floodplain Restoration Project: IFB FOR PROVISION OF NATIVE SEEDS, PLANTS, AND/OR TREES AND SHRUBS

UPDATE 2/24/26: Yosemite Rivers Alliance hereby shares their Notice of Intent to Award the contracts for the "Carpenter Floodplain Restoration Project IFB for Provision of Native Seeds, Plants and/or Trees and Shrubs" as follows: 

  • Trees and Shrubs (Section A of Bid Sheet) to Floral Native Nursery

  • Forbs and Graminoids (Section B of Bid Sheet) to Heritage Growers

  • Crotch's Bumblebee Seed Mix (Section C of Bid Sheet) to Heritage Growers

  • High Floodplain Seed Mix (Section D of Bid Sheet) to Heritage Growers

Yosemite Rivers Alliance is inviting plant nurseries to bid on the cost of providing native plant seeds, plants, and trees and shrubs for a grant-funded floodplain restoration project near the town of Modesto, CA.


The project improves ecosystem level function (improved riparian habitat) and provides functional floodplains that can accommodate flood flows. The project primarily benefits anadromous fish (Chinook Salmon, O. mykiss, Pacific lamprey) although we anticipate it will also benefit amphibians (Western Pond Turtle, Foothill Yellow-legged Frog, CA Tiger Salamander, etc), reptiles, and avian species.

February 24, 2026 — Written Notice of Intent to Award Contract

March 3, 2026 — Written Notice of Award Contract (estimate only)

March 5, 2026 — Deadline to Sign Agreement (estimate only)

Week of October 26, 2026 — Deadline to deliver plants and/or seed mix to specified address

  • A: Yes, the 90-95% purity can be disregarded as long as the PLS expectation and specified quality standards are being met.

  • A: Bidders can propose and explain any seed or plant sourcing variations in an additional note included with the bid document (Appendix A) and they will be taken into consideration. 

  • A: Yes

  • A: Only bids sent by mail will be accepted. If a bid is provided by email, the company would have to be disqualified from consideration. 

  • A: The seed varieties listed in sections C and D of the bid sheet should be priced at PLS per pound with Total Pounds column referring to PLS Total Pounds. 

  • A: Section C. Cost Per Plant should have been labeled Price of Seed Per Pound. Species should be priced at PLS Per Pound with Total Pounds column referring to Total PLS Pounds. 

  • A: Substitutes can be suggested. Please suggest, explain, and justify the substitution in a note at the bottom of the bid document (Appendix A), and provide bid for substituted species with the appropriate information in the section that the species being substituted is located in. 

  • A: According to NRCS  the standard for testing is 15 months.  To be consistent with California law, instead of within the last three months seeds must be tested within the last 15 months.
